"The parolee who killed two pedestrians had been facing a Three-Strikes life prison term until he was freed last year under DA Chesa Boudin."

SACRAMENTO — Crime Victims United of California (CVUC) today called out San Francisco District Attorney Chesa Boudin for his role in the hit and run deaths of two pedestrians on New Year's Eve by a parolee driving a stolen car under the influence of meth.

"Troy Ramon McAlister, the parolee who stands accused of killing two pedestrians, had been facing a Three-Strikes life prison term until he was freed last year under DA Chesa Boudin," said Nina Salarno Besselman, President of Crime Victims United of California and also a deputy district attorney.

According to court records, McAlister had a pending “3-strikes, 211” known as a “violent felony” under former San Francisco District Attorney George Gascon. The three-strikes had been approved due to McAlister's multiple prior strikes, including two “violent felony” arrests, and a “215” – carjacking.

"Despite this indisputably violent record, Boudin apparently dropped all the strikes and gave McAlister credit for time served," said Besselman.

According to media accounts, McAlister got out of prison in April 2020 and was re-arrested multiple times, including a few days before allegedly killing the two women on New Year's Eve.

"Were it not for DA Boudin's dead wrong decision to free McAlister last year, he would not have been on the street and would not have been able kill these women," said Besselman. "Then adding insult to injury, Boudin had the nerve to blame law enforcement agencies for his own failings — first shifting the
fault to inadequate parole supervision and then local police."

"A District Attorney's job is to ensure that criminals are held accountable and victims receive justice," said Besselman. "Boudin started as a public defender, trying to get criminals off, and he obviously has not been able to change this way of thinking. He's not just doing a terrible disservice to victims, justice and San Francisco — he's endangering lives."
